Non-citizen can only acquire interest in land in Tanzania for investment purposes. So when he apply for a right of occupancy his application must be accompanied by a certificate of approval granted by Tanzania Investment Centre under Tanzania Investment Act. 1997, and other documents which may be prescribed by that Act and the Land Act No. 4/1999 or any other law. Then a procedure will follow thus;
1). The Commissioner will make offer in writing of a right of Occupancy per section 27 of The land Act No. 4/1999;
2). Acceptance of Offer of Right of Occupancy section 28 the Land Act.
3). After the acceptance of Offer of Right of Occupancy, the Commissioner will grant a Granted Right of Occupancy by issuing a Certificate of Occupancy see section 29 of the Land Act No.4/1999.
